Speakers

Matt Baker, Director, Office of Facility Planning and Control, Louisiana's Division of Administration
Matt Baker oversees the state's capital outlay budget and the full execution of its capital construction program—from planning and design through construction and occupancy. He leads preparation of the Capital Outlay Bill, the Omnibus Bond Bill, and the Five-Year Capital Outlay Program, and his office also administers statewide programs in real estate leasing, energy conservation, code compliance, and disaster recovery, coordinating with partners like FEMA to restore state facilities after hurricanes and floods. A licensed Louisiana architect, Matt holds a Master of Architecture from the University of Louisiana at Lafayette and brings more than 20 years of professional experience.

Roger Husser, Assistant Commissioner, Office of Facility Planning and Control, Louisiana's Division of Administration
Roger is a licensed professional engineer in two disciplines and holds a Bachelor of Science in Engineering from the University of Louisiana at Lafayette and a Master of Science in Engineering from Louisiana State University. He began his career at the LSU AgCenter in 1994 as a Research Associate focused on ergonomic workspace design and alternative energy research before advancing through facilities planning leadership roles, including Director of LSU AgCenter Facilities Planning. In 2012, Roger became Director of LSU Planning, Design and Construction and was later promoted to Assistant Vice President, overseeing a $1 billion capital development portfolio and long-range planning, development, and construction efforts for the LSU Baton Rouge campus. In 2023, Roger was appointed Director of Facility Planning and Control within Louisiana’s Division of Administration, administering the state’s multi-billion-dollar Capital Outlay Program. He was promoted to Assistant Commissioner in 2024 and now oversees Facility Planning, the Office of State Lands, and the Office of State Buildings. Roger resides in Husser, Louisiana, has been happily married for 33 years, and is an active member of Loranger Legacy Church.

Paige Carter, MBA, Executive Director of Business Development, Louisiana Economic Development
Paige leads statewide efforts focused on business attraction, expansion, retention, and international commerce for Louisiana Economic Development. Since returning to LED in 2024, she has helped significantly grow the agency’s active project pipeline, supporting job creation and capital investment across the state. Prior to rejoining LED, Paige established the Office of Industry Engagement at the LSU Foundation, where she helped advance strategic partnerships between academia, industry, and government while securing record-setting philanthropic and corporate investments. With extensive experience in economic development and industry engagement, she has played a key role in advancing initiatives that drive investment, innovation, and economic growth throughout Louisiana. Paige lives in Baton Rouge with her husband, David, and their two children, Kennedy and James, and serves on several statewide boards and commissions.
